The construction of the Red River Floodway nearly 40 years ago led to the devastation of a major portion of the Seine River and squeezed the life out of both the river and its surrounding habitat, the Clean Environment Commission was told yesterday.
The commission is hearing evidence on the environmental impact of the proposed $665-million floodway expansion.
According to a report submitted to the commission by the Save Our Seine coalition, the volume of water in the river is inadequate to create the natural flushes that are necessary for a healthy river and for critical deposits of silt.
The coalition wants the Manitoba Floodway Authority to build new structures to increase the river's flow and allow for aquatic life to move naturally up and down the stream.
Cost of that work would be between $5 million and $10 million, the coalition said.
