Project Overview
Save Our Seine (SOS) is seeking a qualified Outreach-Education Consultant to lead a public education and outreach project under Phase 2: Connecting People to Nature of the Urban Restoration and Enhancement Initiative (URE). This initiative supports ecological restoration, outdoor learning, and community engagement in Winnipeg’s Seine River corridor and aligns with the UN Decade on Ecosystem Restoration (2021–2030).
Background
For several years, SOS has provided environmental outreach and education to schools and the general public, guided by available funding and volunteer/staff capacity. In parallel, SOS has made meaningful contributions to urban restoration and enhancement (URE) initiatives. Since 2020, dedicated funding has enabled SOS to significantly expand its URE efforts. Most recently, support from the Manitoba Habitat Heritage Corporation’s Conservation Trust is allowing SOS to integrate its restoration work with education and outreach programming. This integrated approach will generate engaging, curriculum-aligned learning materials and hands-on experiences for schools and communities. Through partnerships with STEM educators, Indigenous organizations, and other collaborators, SOS is creating opportunities for place-based learning. The Seine River, recognized as a valuable outdoor classroom, will serve as a central site for immersive environmental education and stewardship experiences.
Goal
The goal of the project is by March 2026 to create and test outreach and education materials and processes that align the SOS urban restoration and enhancement work with SOS outreach and education efforts that are beneficial for schools’ STEM programs, SOS members and the general public.
Contract Details

- A Budget for production of materials will be provided to the consultant.
Scope of Work
Develop and Test Educational & Interpretive Programming
The Outreach-Education Consultant will lead the development, testing, and delivery of integrated educational programming and public engagement strategies under Phase 2 of SOS’s Urban Restoration and Enhancement (URE) Initiative. The consultant will collaborate closely with the SOS project team (Project Manager and Advisory Committee) and external partners, including STEM educators, Indigenous organizations, and environmental experts, to ensure culturally relevant, curriculum-aligned, and accessible programming.
Working in partnership with SOS and its collaborators, the consultant will:
Co-develop five (5) outdoor education modules aligned with K–12 curriculum outcomes, integrating content from SOS’s URE work. These modules will include:
Interpretive learning materials for diverse age groups.
Experiential components for outdoor classroom use along the Seine River corridor.
Adaptable content to support future SOS public education initiatives.
Design and coordinate guided tours along the Seine River corridor:
Each tour will complement the modules and serve both school audiences and the broader public.
Tours should highlight ecological restoration themes, biodiversity, Indigenous knowledge (where appropriate), and opportunities for stewardship.
Plan and deliver two (2) educational webinars featuring guest speakers and interactive learning opportunities. Webinar themes may include ecosystem restoration, Indigenous land stewardship, or climate resilience, co-developed with partners.
Pilot and evaluate outreach activities, including:
Four (4) public educational tours reaching a minimum of 80 participants.
Two (2) webinars reaching a minimum of 60 participants.
Evaluation tools should be integrated to gather feedback from participants and inform final program refinement.
Develop and Deliver a Communications Strategy
The consultant will develop and implement a comprehensive communications plan to promote the educational programming, increase community awareness, and celebrate project milestones. Tasks include:
Create a project-specific communications strategy and content calendar, in consultation with SOS.
Develop and disseminate content for:
At least 10 monthly e-newsletters
A minimum of 12 social media posts per quarter (totaling 48+)
Press releases at key milestones (e.g., launch of modules, tours, and webinars)
Monitor and report on outreach metrics, including engagement statistics and reach across all communications channels.
Prepare a Project Summary Report on the Activities and Include Recommendations
Deliverables
By February 28, 2026, the Outreach-Education Consultant will deliver the following:
Educational Programming
Five (5) outdoor education modules:
Curriculum-aligned and grade-appropriate
Designed for use in outdoor classroom settings along the Seine River corridor
Usable for both school-based programming and SOS public outreach
Four (4) public educational tours:
Designed and facilitated by the consultant
Target reach: minimum 80 participants across all tours
Evaluated through participant feedback mechanisms
Two (2) educational webinars:
Developed and hosted with guest speakers
Target reach: minimum 60 participants in total
Recorded and summarized for future use
Communications and Outreach
Comprehensive communications strategy, including:
A detailed content calendar covering the full contract period
Messaging aligned with SOS goals, milestones, and branding
Content development for outreach platforms:
Minimum of 10 e-newsletter articles
At least 48 social media posts (minimum 12 per quarter)
Press release content for key project milestones (e.g., launch of modules, webinars, public events)
Outreach and engagement tracking:
Monthly summary of engagement metrics (e.g., reach, participation, feedback)
Recommendations for ongoing improvements
Final Project Summary Report
A written report (8–10 pages) that includes:
Overview of activities delivered
Summary of outcomes, participant feedback, and lessons learned
Recommendations for future outreach-education programming
Samples or excerpts of developed materials (as appendices)
Qualifications
The successful consultant will demonstrate the following qualifications and competencies:
Required Qualifications
Proven experience in public outreach, environmental education, and community engagement initiatives.
Strong written and verbal communication skills, including experience developing educational content for diverse audiences.
Excellent coordination and organizational skills, with the ability to manage multiple tasks and timelines.
Proficiency in digital communications and social media platforms for outreach and engagement.
Ability to work collaboratively with diverse partners, including schools, Indigenous organizations, community stakeholders, and internal team members.
Preferred Qualifications
Experience working with school-aged youth and an understanding of formal and informal education systems.
A post-secondary degree in Education, Environmental Education, Outdoor Education, or a related field.
Knowledge of or experience in STEM education, sustainability, or environmental learning.
2–3 years of experience working in a school or classroom setting is considered an asset.
Familiarity with Manitoba curriculum and place-based learning approaches is an advantage.
